The Export Law, which has already received support, has two key aspects.
The first is the establishment of minimum export prices for a number of products, including grains and oilseeds. This was announced by acting Minister of Agrarian Policy Taras Vysotskyi at the Agro Ukraine Summit.
“We are striving to set prices that meet market conditions without restricting exports,” emphasized Taras Vysotskyi.
The second aspect of the law concerns the transparency of production.
“It is necessary to create conditions that will allow honest companies to export without obstacles. We are planning to introduce a system in the state agricultural register where every hectare of land and crop grown will be listed. We are working on a mechanism to objectively forecast yields and achieve maximum yields,” explained Taras Vysotskyi.
He noted that the implementation of these changes will be difficult, but the government is ready for a dialogue.
We remind you that we are talking about draft laws No. 10168-2 and No. 10169-2, which successfully passed the first reading in the Verkhovna Rada.
These draft laws introduce new rules for agricultural exports by amending currency regulation, VAT administration, and customs control procedures. It is envisaged that VAT refunds will be linked to the return of foreign currency funds, subject to the provision of confirmation or evidence of export of specific products, which may be difficult for grain in bulk due to its mixing and anonymity of storage.
