On June 24, 2024, the Cabinet of Ministers of Ukraine approved an updated Agreement on the liberalization of cargo transportation between Ukraine and the European Union. These changes affect both Ukrainian and foreign carriers.
Key Changes
- Transport License:
- Ukrainian carriers only need to have an extract confirming the receipt of a license for international cargo transportation in English with a QR code.
- Documents for Empty Transport:
- When leaving Ukraine with an empty vehicle, the driver must have documents confirming the return with cargo.
- Documents for Confirming the Type of Transport:
- During the trip, it is necessary to have documents in paper or electronic form confirming the type of transport, such as bills of lading, consignment notes, and cargo customs declarations.
- Documents for Returning Empty Trucks:
- It is necessary to have documents confirming the transportation of cargo in direct connection.
- Windshield Sticker:
- A 5 cm sticker should be placed on the windshield of the vehicle to help controlling authorities identify trucks performing transport under the Agreement.
Carriers and “Transport Visa-Free Regime”:
Carriers operating under the “transport visa-free regime” in the European Union (EU) must return all trucks to Ukraine by July 10 to update documents according to the new requirements. The “transport visa-free regime,” which was set to expire on June 30, 2024, has been extended until June 30, 2025, and for another six months provided that “neither party objects based on compelling and clear evidence of violations in the road transport market.”
