On June 18, the Cabinet of Ministers of Ukraine adopted a resolution initiated by the Ministry of Community Development, Territories, and Infrastructure, and the State Transport Safety Service regarding changes to the carrier licensing procedure. These changes aim to simplify and digitize the licensing process in line with European standards.
Key Changes
The primary goal of the changes is to implement a fast and fully digitized licensing procedure for carriers. This applies to activities of road carriers in the field of international passenger and cargo transportation, transportation of dangerous goods and hazardous waste, as well as domestic passenger transportation.
“Last year, the State Transport Safety Service issued more than 11,500 licenses – all 100% issued electronically. Revenues to the state budget amounted to over 31 million UAH. The adopted resolution allows us to improve the existing procedure and create conditions for honest and competitive business operations by carriers,” said Deputy Minister of Community Development, Territories, and Infrastructure Serhiy Derkach.
Main Innovations
- Discontinuation of Simplified Licensing Procedures:
- The simplified licensing procedure, known as “wartime licenses,” will no longer be in effect. However, previously issued licenses remain valid.
- Carriers who received licenses through the simplified procedure must update their licensing files within six months.
- Increased Requirements for Drivers and Technical Personnel:
- The requirement for drivers to have professional competency certificates is introduced.
- Clarified educational requirements for technical personnel serving enterprises.
- Mechanisms for Suspension and Renewal of Licenses:
- Mechanisms for the suspension and renewal of licenses in cases of unfair business practices are introduced.
- Reduction in Application Processing Time:
- The processing time for license applications is reduced from 5 to 3 working days.
- Integration of Information Systems:
- Integration of the Single Information System Complex of the State Transport Safety Service with the registers of the Ministry of Justice, State Tax Service, and Pension Fund.
- Professional Training for Drivers:
- The requirement for mandatory professional training for drivers and possession of a professional competency certificate will take effect one year after the adoption of the changes.
