On July 27, the Laws of Ukraine No. 3853-IX and No. 3854-IX from July 16, 2024, came into effect, providing exemptions from customs payments for the import of certain types of goods. These changes are aimed at supporting the country’s energy security and defense capabilities during the period of martial law.

The laws provide exemptions from duties and VAT on the import into Ukraine of the following energy equipment:
- Electric generator equipment
- Wind and solar generation equipment
- Batteries (excluding small capacity batteries)
Additionally, the list of goods exempt from customs payments includes equipment for the production of counterintelligence measures and/or the repair of mechanized demining machines.
Equipment Exempt from Taxation
Specifically, the following are exempt from taxation:
- Tactical headphones for special military use (subcategory 8518 30 00 90 according to UKT VED)
- Electronic warfare devices, including anti-drone rifles and other means of detecting and countering unmanned aerial vehicles (position 8543 according to UKT VED)
There is also a provision for the preferential import of components for the domestic production and repair of mechanized demining machines (positions 8427, 8430, 8479 according to UKT VED), as well as for the manufacture of active counterintelligence measures by Ukrainian enterprises (positions 8517, 8525, 8543 according to UKT VED).
Privileges for Energy Security Goods
During the period of martial law in Ukraine, the following goods imported for energy security purposes are exempt from customs payments:
- Electric generators
- Inverters
- Lithium-ion batteries and charging stations based on them
- Solar panels for repair and/or replacement of damage and expansion of the capacity of existing solar power plants
These goods are classified under specific codes according to UKT VED, including 8406, 8410, 8483 40 21 00, 8502, 8411, 8501 64 00 00, 8504, 8507 60 00 00, 8541 43 00 00, 8537, 8503 00 99 00.
