On June 13, 2024, the Ukrainian government adopted Resolution No. 678, amending Appendix 4 “List of Goods (Agricultural Products) Subject to Export Licensing” to Resolution No. 1402 of the Cabinet of Ministers of Ukraine dated December 27, 2023. These changes clarify the procedures for exporting agricultural products to certain European countries.
Key Changes
According to the resolution, export licensing applies to goods classified under the UKTZED codes 1001 99 00 00, 1005 90 00 00, 1205 10 90 00, 1205 90 00, 1206 00 91 00, and 1206 00 99 00 when the destination country is Bulgaria, Romania, Slovakia, Hungary, or Poland. This affects all foreign economic activity entities, including verified agribusiness entities.
Licensing Procedure
Applications for export licenses for goods with the specified codes to Bulgaria (excluding goods under codes 1206 00 91 00 and 1206 00 99 00), Romania, Slovakia, Hungary, and Poland will be reviewed by the Ministry of Economy within 30 days, provided there is confirmation from these countries about their readiness to start bilateral consultations.
Impact on the Agricultural Sector
These changes aim to increase transparency and control over the export of agricultural products, ensure food security, and support the development of the agribusiness sector.
